Intelligence analysis of non-state actor propaganda threats in support of the separatist group free Papua organization

Abstract

The Free Papua Organization's messaging in online media has the potential to shape the perspectives of both national and international online media users toward Indonesia. This could pose a threat to national security. The organization's propaganda has also been used to resist the Indonesian government through both military and political means. This study aims to analyze the threat posed by the Free Papua Organization's propaganda and the role that intelligence can play in addressing it. The research draws on theories of separatism, propaganda, intelligence, and threats and uses a descriptive qualitative research method based on a literature review. The findings indicate that the Free Papua Organization's propaganda, facilitated by non-state actor Veronica Koman, employs various techniques such as name-calling, glittering generalities, transfer, card stacking, and plain folks. To address this threat, it is essential to leverage intelligence for early detection and prevention through counter-propaganda, utilizing techniques such as diplomacy, direct narratives, approach, mobilization, and coordination with Indonesian government agencies. This may involve techniques such as prevention, direct rebuttal, indirect rebuttal, diverting attention, injection, negative statements, and restrictive actions.
